I think at this time the "elite" are concerned about surviving a cataclysm and any "changing" might, can, should, could, will happen after the cataclysm is over and they come out of their bunkers. But then again, maybe not. That's why they are building them. Not because of a nuclear war. They are in control of the nukes and every country that has them. They're smarter than to nuke the planet and poison it for themselves.
